Today the Space Advisory Board issued the following statement in support of the new Canadian Space Strategy while also saying more works needs to be done.

Dear stakeholders,

The Space Advisory Board welcomes and applauds the governmentโ€™s recent announcement of Canadaโ€™s participation in the Lunar Gateway, which was also featured in Budget 2019 and the launch of Exploration, Imagination, and Innovation: A New Space Strategy for Canada. The Board sees this as an important commitment by the government to the Canadian space sector, and a major first step toward a balanced space program

The announcement and Strategy reflected key recommendations from the Space Advisory Boardโ€™s consultation report. The Boardโ€™s main recommendation that was accepted by the Government was that space be recognized as a strategic national asset essential for Canadaโ€™s sovereignty, security, and economic growth that is worth sustaining and growing. We look forward to this recognition driving the implementation of a whole-of-government long term space plan that responds to a growing demand from the government for space-based capabilities to best serve Canadians.

There are important commitments within the Strategy that will anchor that plan moving forward. Participation in the Lunar Gateway will continue Canadaโ€™s key role in the international exploration of space, provide important opportunities for Canadian space firms, and open new opportunities for space science in Canada. We are pleased that the Strategy also includes our recommendation for the adoption of new policies and the review of existing regulations to make them responsive to emerging technologies and to the new realities of the space sector.

We believe the announcement of the Junior Astronaut Program will help to fill the need for an outreach and education program to inspire and prepare the next generation of Canadians for careers in STEM fields. Through the Lunar Exploration Accelerator Program (LEAP), Canadian industry, universities and science communities will have the opportunity to develop and demonstrate lunar technologies and to send science instruments to the lunar surface.

From the Space Advisory Boardโ€™s perspective, the announcement and Strategy signal that Canada is committed to a meaningful presence in the global space landscape, creating an environment in Canada that will retain and attract business investment, substantial engagement of academia in research, and reassure young Canadians that Canada will have a future in the space sector.

While this is the most significant commitment to the Canadian space sector in recent memory, the Board recognizes that there is more work to be done to achieve the balanced program essential for capturing all of the economic and social benefits space technology and science offers Canadians. We look forward to continuing to advise, inform and support the Minister, as he, his department and the Canadian Space Agency move forward with the implementation of the Strategy.

Le Comitรฉ consultatif de lโ€™espace accueille favorablement et applaudit la rรฉcente annonce du gouvernement concernant la participation du Canada au Gateway lunaire qui est รฉgalement prรฉsente dans le budget de 2019 et le lancement de Exploration, imagination et innovation : Une nouvelle stratรฉgie spatiale pour le Canada. Le Comitรฉ considรจre quโ€™il sโ€™agit dโ€™un engagement important du gouvernement envers le secteur spatial canadien et dโ€™une premiรจre รฉtape importante vers un programme spatial รฉquilibrรฉ.

Lโ€™annonce et la stratรฉgie tenaient compte des principales recommandations formulรฉes dans le rapport de consultation du Comitรฉ consultatif de lโ€™espace. Conformรฉment ร  la principale recommandation du Comitรฉ, le gouvernement a acceptรฉ de reconnaรฎtre lโ€™espace comme un actif stratรฉgique national essentiel ร  la souverainetรฉ, ร  la sรฉcuritรฉ et ร  la croissance รฉconomique du Canada, qui est important de maintenir et dโ€™accroรฎtre. Nous espรฉrons que cette reconnaissance guidera la mise en ล“uvre d’un plan pangouvernemental ร  long terme pour l’espace qui rรฉpond ร  une demande croissante du gouvernement en matiรจre de capacitรฉs spatiales afin de mieux servir les Canadiens.

La stratรฉgie comporte d’importants engagements qui permettront de faire avancer ce plan. La participation au Gateway lunaire permettra au Canada de jouer un rรดle clรฉ dans lโ€™exploration internationale de lโ€™espace, offrira dโ€™importantes possibilitรฉs aux entreprises spatiales canadiennes et offrira de nouvelles possibilitรฉs pour la science spatiale au Canada. Nous sommes heureux que la stratรฉgie inclue รฉgalement notre recommandation pour l’adoption de nouvelles politiques et la rรฉvision des rรฉglementations existantes afin de les adapter aux technologies รฉmergentes et aux nouvelles rรฉalitรฉs du secteur spatial.

Nous croyons que le Programme Astronautes juniors rรฉcemment annoncรฉ aidera ร  fournir davantage de sensibilisation et dโ€™apprentissage pour inciter la prochaine gรฉnรฉration de Canadiens ร  faire carriรจre dans le domaine des STIM et la prรฉparer ร  cette fin. Grรขce au Programme dโ€™accรฉlรฉration de lโ€™exploration de la Lune (LEAP), nous croyons que lโ€™industrie, les universitรฉs et les communautรฉs scientifiques canadiennes auront la possibilitรฉ dโ€™รฉlaborer et de dรฉmontrer des technologies lunaires ainsi que dโ€™envoyer des instruments scientifiques sur la surface lunaire.

Du point de vue du Comitรฉ consultatif de lโ€™espace, lโ€™annonce et la stratรฉgie tรฉmoignent de la dรฉtermination du Canada ร  assurer une prรฉsence significative sur la scรจne spatiale mondiale, ร  crรฉer un environnement au Canada qui favorisera le maintien et la mobilisation des investissements commerciaux, la participation importante des universitรฉs ร  la recherche et la confiance des jeunes Canadiens dans le secteur spatial ainsi que dans lโ€™avenir du Canada dans ce domaine.

Bien quโ€™il sโ€™agisse de lโ€™engagement le plus important des derniรจres annรฉes envers le secteur spatial canadien, le Comitรฉ reconnaรฎt quโ€™il reste encore du travail ร  faire afin de rรฉaliser un programme รฉquilibrรฉ essentiel pour saisir tous les avantages รฉconomiques et sociaux que la technologie spatiale et la science offrent aux Canadiens. Nous nous rรฉjouissons ร  la perspective de continuer de conseiller, dโ€™informer et dโ€™appuyer le ministre alors que ce dernier, son ministรจre et lโ€™Agence spatiale canadienne poursuivent la mise en ล“uvre de la Stratรฉgie.
